Wage negotiations between the South African Municipal Workers' Union (Samwu) and the South African Local Government Association (Salga) collapsed on Thursday.
Samwu said the blame lay with Salga, with union spokesperson Tahir Sema claiming that they had tried in vain to break the deadlock.
Talks between the union and employers ran from October 1 to 3.
A report on Fin24 said that the parties could not come to terms on the main collective agreement, the disciplinary code, and the home owners' allowance increase.
Sema said that the union would next talk to their members on the way forward.
